Nope, the Carp to Dragon reference is the same reference that Pokemon was referring to.

I thought so, too.
But I think he mistook it as there are 3 forms.
Also starting with 2 snake-like versions and then becominog a dragon-like version – that means those are definitely:
『Great Eel』 – Dratini
『Flying Great Eel』 – Dragonair
『Dragon Eel』 – Dragonite
